AI Contract Overview

The contract involves design and survey services to support the Southeast Louisiana (SELA 26) Urban Flood Control Project, specifically focusing on modifications to railroad infrastructure impacted by canal widening efforts. The Government intends to award a Firm-Fixed Price contract directly to Norfolk Southern Corporation, the owner of the railroad tracks intersecting the SELA 26 project area. This sole-source approach is justified under federal regulations, as Norfolk Southern possesses unique knowledge necessary to design the relocation, track layout, loading capacities, radius specifications, traffic phasing, and signalization for multiple rail lines affected by the flood control improvements. This project includes widening the Florida Avenue Canal, Phase IV, from St. Ferdinand Street to Peoples Avenue in Orleans Parish, New Orleans, Louisiana. The construction will improve two large drainage canals and requires redesigning seven railroad crossings impacted by the work. The contract encompasses all necessary labor, materials, and equipment for these design tasks. Although this is not a competitive solicitation, the Government will consider any capability statements or proposals submitted within 15 days of the notice publication solely to determine whether to conduct a competitive procurement. The designated Contract Specialist overseeing this effort is Lydia A. Quillens, who can be contacted for further information.
