Solicitation 140FGA25R0024 is a Firm Fixed Price Design Build contract issued by the U.S. Fish and Wildlife Service for the Ash Meadows National Wildlife Refuge. The project involves comprehensive design and construction services for the decommissioning, breaching, and removal of the Crystal Springs, Horseshoe, and Lower Crystal Springs dams, along with associated reservoir decommissioning and site restoration. The scope of work includes ecological and civil infrastructure tasks such as habitat restoration, naturalized channel construction, stormwater management, and the installation of public access features like interpretive trails and boardwalks. Performance is centered at the Ash Meadows NWR in Amargosa Valley, Nevada, with a primary period of performance spanning from September 2, 2024, to March 1, 2027, though some documentation indicates a final completion date of October 30, 2028. The procurement follows a two-phase evaluation process where technical approach, experience, and past performance are weighted equally in Phase One. Technical factors are significantly more important than price, and the award is based on the Best Value Continuum rather than the lowest price. Contractors must adhere to strict environmental protections, including the immediate cessation of work if protected species are discovered, and comply with Davis-Bacon prevailing wage rates. Administrative requirements include electronic invoicing via the Invoice Processing Platform and strict safety compliance under OSHA standards. The contract is managed by the Infrastructure Management Division, with technical oversight provided by the Contracting Officer's Representative.
