Y--PAIS WASTE WATER TANK REPLACEMENT

This contract covers the removal and replacement of a 1,000-gallon jointed concrete wastewater tank at the Fee Collection Building, Entrance Station #1, Padre Island National Seashore in Corpus Christi, Texas, with a new 1,000-gallon sealed polyethylene tank or approved equivalent. The work includes site preparation, excavation, tank removal and disposal, installation with ballast anchoring and corrosion-resistant straps, plumbing connections, backfilling to 95% standard Proctor density, site restoration with native grass seeding per NPS Vegetation Management Guidelines, and system testing, including a 24-hour hydrostatic leak test in accordance with TCEQ 30 TAC §285.36. The contractor must also provide as-built drawings, O&M manuals, warranties, a submittal log, MSDS, product data, shop drawings, a project-specific Safety Program, a Quality Control Plan, and ensure compliance with all environmental and groundwater monitoring requirements. Performance must begin within 10 calendar days of the Notice to Proceed and be fully completed within 60 calendar days, with work restricted to non-peak visitation periods and any weekend work requiring prior COR approval. A site visit is scheduled for June 3, 2026, and is strongly encouraged to address differing site conditions. The contract is issued under Simplified Acquisition Procedures per FAR Part 13 as a Request for Quote using Standard Form 1442, with award based on the most advantageous offer meeting pass/fail gates for Technical Capability, Relevant Experience in wastewater tank replacement within the past five years, and Price Reasonableness. Pricing is submitted as a lump sum on the SF 1442, with a Schedule of Values required for progress payments and final payment contingent upon submission of all payrolls, SF 1413 acknowledgments from subcontractors, updated progress reports, test results, as-built drawings, warranties, and a signed Release of Claims. The contract includes clauses for wage rate compliance, minimum wage requirements under EO 14026 with deviation, labor standards disputes, termination for convenience, differing site conditions with deviation, and trafficking in persons, among others. All contractors must maintain an active SAM registration with a valid UEI and CAGE code, complete online representations and certifications, and submit quotes electronically with an original signature.
