No public bid opening procedures are applicable to this solicitation. A firm fixed price contract is anticipated to be awarded using Best Value evaluation criteria. Anticipated award date is September 22, 2008. The performance period is expected to be 45 calendar days. North American Industrial Classification System (NAICS) code applicable to this project is 238160. The Small Business Size Standard is $14 Million. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the FedBizOps website. The Primary Point of Contract for this project is Ms. Patricia Kelley, Contract Specialist, contact@example.gov. Telephone questions will not be answered. The Government reserves the right to use only the Internet as notification of any amendments to this solicitation. It is the offerors responsibility to view the FedBizOps website daily for amendments to the solicitation. This is a competitive negotiated acquisition using source selection procedures. The Government intends to use the trade-off process in selecting the prime contractor. The trade-off process is a method of evaluating both the technical factors specified in the solicitation and the price. The object is to select the proposal that offers best value. The RFP will consist of two packages to be submitted at the same time; a technical proposal and a price proposal. The elements that make up the technical evaluation factors, in order of importance, are (1) Past Performance of the Firm (2) Experience and Qualifications of Key Personnel. Proposals will first be ranked according their technical quality. Price proposal packages of offerors will then be evaluated. Price and technical are equal in importance. The Government may proceed with the award of the contract without discussion. However, the Government may request additional information from offerors that it considers having a reasonable chance of being selected for contract award and may discuss proposals with the offerors. If discussions are necessary, the Government will establish a competitive range. As proposals become more equal in their technical merits, price then becomes more important. Award will be made to the responsible offeror whose offer conforms to the solicitation, and provides the combination of technical qualifications and price that is the most advantageous to the Government.
