TITLE: Rip-Rap for Lower Yellowstone River Bypass Canal
SOLICITATION NUMBER: 140R6026Q0092
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES.
PURPOSE: The Bureau of Reclamation’s Missouri Basin Regional Office intends to issue a solicitation for riprap and bedding material needed for repairs to the Lower Yellowstone Bypass Canal. In accordance with FAR 36.204, the estimated magnitude of this proposed construction project is between $2,500,000 and $5,000,000.
PROJECT DESCRIPTION: The principal components of work that would be completed under this project include the following:
A. Provide a bucket roader (or comparable equipment) and operator to buck delivery stockpiles of riprap;
B. Handle, load, haul, stockpile materials to minimize breakdown;
C. Additional bedding material / aggregate base to be provided throughout delivery;
D. Provide digital copies (in PDF format) of load tickets that indicate date, truck ID, weight to Project Mgr.
This is not a comprehensive list of contract requirements. The solicitation will include Specifications.
PROJECT LOCATION: The project is located approximately 16 miles northeast of Glendive, Dawson County, Montana. Coordinate to the stockpile location are: 47.261864, -104.540269.
PERIOD OF PERFORMANCE: The resulting contract is expected to be a contract with a base year followed by one (1) one-year option-period. The Government anticipates contract award on or around August 7, 2026.
NAICS AND SIZE STANDARD: NAICS Code for this project is 212312 – Crushed and Broken Limestone Mining and Quarrying with a business size standard of 750 employees.
COMPETITION: Solicitation 140R6026Q0092 is anticipated to be a total set-aside for small businesses.
SOLICITATION RELEASE DATE: The Bureau of Reclamation anticipates solicitation 140R6026Q0092 for this requirement will be issued as a Request for Quotation to the System for Award Management (SAM) website on or around June 29, 2026. Proposals will be due approximately 30 calendar days after the solicitation is issued.
SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): Any vendor interested in doing business with the Federal Government must have an active registration in the SAM database PRIOR to to submission of a proposal.

Invoice Processing Platform (IPP): It should be noted that the awarded contract will have a requirement that all invoices be submitted through the Department of Treasury’s Invoice Processing Platform (IPP) located at www.IPP.gov. This means a requirement to be currently registered in SAM.gov.
