PURPOSE: This notice is a synopsis of an upcoming Construction requirement at Badlands National Park; this is NOT a formal solicitation.
SYNOPSIS OF WORK: The National Park Service has a requirement to construct a NEW visitor center on the south side of Badlands Loop Road located between the old Ben Reifel Visitor Center and the Cedar Pass Lodge. Large, north-facing windows will immerse visitors in the badlands landscape. The project will allow for expansion due to increased yearly visitation and will provide a more positive visitor experience.
This is being constructed following an overall revamp review of the developed area. Construction of one new facility (new VC) allows other existing facilities to be repurposed; this approach will maximize those facilities which can be saved and will endure into the years.
NAICS: The affiliated NAICS for this effort will be 236220 with a Small Business Size Standard of $45M. Alternative NAICS may be considered by the CO, however, firms wishing to participate in the upcoming solicitation should register under the NAICS to be considered for award.
SET ASIDES: The NPS will likely set this requirement aside for 100% Small Businesses.
MAGNITUDE: The EMC is $10 to $20M
WAGE DETERMINATIONS: A Davis Bacon Wage Determination will apply for the county in which work will commence.
ESTIMATED SOLICITATION DATE: 9/3/2026.
SITE VISIT: A virtual site visit (going over Specs & Drawings) will take place as prescribed in the solicitation, when released. Contractors will be encouraged to visit the site at their own discretion, as it is open to the public for viewing.
SELECTION METHOD: FAR 14 Sealed Bidding. The solicitation will likely be in the form of an Invitation for Bid. Selection will be made to the bidder who submits the lowest price and is considered to be Responsible.
SOLICITATION ATTACHMENTS: Attachments will include all relevant data necessary for contractors to formulate accurate/reliable bids. These may include Specifications, Drawings, Reports, Maps, Studies, etc. Attachments are NOT present in this Synopsis but will be readily available on the SAM.Gov solicitation announcement, likely to be posted the first week of September.
