The Virginia Beach Hurricane Protection Beach Re-nourishment project, solicitation W91236-12-B-0014, was managed by the Department of Defense through the US Army Engineer District Norfolk. This large-scale construction effort, valued at over 10 million dollars, focused on erosion control and hurricane protection through dredging and sand placement. The project scope included comprehensive technical plans for sand placement and borrow area details within the Atlantic Ocean and Virginia Beach channels, adhering to strict specifications for waterway and marine construction. The procurement process began in June 2012 and involved several amendments to refine the bid schedule, update wage determinations for heavy dredging, and establish a project completion deadline of March 31, 2013. Bids were received from several firms, including Manston Construction Co., Weeks Marine, Inc, Great Lakes Dredge and Dock Company, LLC, and Dutra Dredging Company. The performance period was set for 210 calendar days, with specific requirements regarding dredging restrictions and environmental protections. Subsequent emergency modifications were also noted for related maintenance dredging in the Thimble Shoal Channel to address navigation hazards.
