INTRODUCTION: This notice is issued solely for market research and information-gathering purposes and does not constitute a solicitation or a commitment by the Department of Veterans Affairs (VA). The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 6 (NCO6) is conducting market research to identify qualified sources capable of performing a Design-Build (DB) project. Services to include Architect and Engineering design services, and Construction services for project 590-27-120 Replace Pneumatic Tube System at the Hampton VA Health Care System in Hampton, VA. PROJECT DESCRIPTION: This project consists of design-build services for the replacement of the existing pneumatic tube system at the Hampton VA Health Care System. Work includes design and engineering, investigation and verification of existing conditions, removal and disposal of the existing pneumatic tube system and associated equipment, and procurement and installation of a new system in designated areas of Building 110, including the Blood Draw area, Mechanical Room, Interstitial Room, Emergency Department, and Laboratory. The contractor shall provide all labor, materials, equipment, tools, supervision, and professional services necessary to complete the project, including system monitoring capabilities, hazardous material coordination, material handling and storage, construction phasing, and coordination with VA maintenance and facility staff. The new system must accommodate current VA requirements and provide an option for future expansion to additional departments, subject to available funding. The contractor must also provide required documentation, training for VA personnel, system activation, and a one-year warranty following final acceptance. PROCUREMENT INFORMATION: The proposed project will be a competitive, firm-fixed-price contract utilizing the design-build approach outlined in FAR Part 36, Two-Phase Design-Build Selection Procedures. The results and analysis of the market research will finalize the determination of the procurement method. The type of socio-economic set-aside, if any, will depend upon the responses to this notice and any other information gathered during the market research process. The North American Industry Classification System (NAICS) code 236220, size standard $45M applies to this procurement. In accordance with FAR 36.204, the Magnitude of Construction for this project is between $500,000 and $1,000,000.
CAPABILITY STATEMENT: Respondents shall provide a general capabilities statement to include the following information: Section 1: Provide company name, DUNS number and Unique Entity Identifier (UEI), company address, Point-of-Contact name, phone number and email. Section 2: Provide company business size based on NAICS code 236220. Also, provide business type (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.). Section 3: Provide the prime contractors available bonding capacity with submission. Section 4: Provide the type of work your company has performed in the past in support of the same or similar requirement with brief description (do not exceed 3 project examples). It is requested that interested contractors submit an electronic response that addresses the above information. Please submit as a PDF, hard copies will not be accepted. Please also include a cover page, which includes, at a minimum: the company s name, address, Dun & Bradstreet number, Unique Entity Identifier, socio-economic status, point-of-contact name, phone number, and e-mail address. The Capabilities Statement submitted in response to this Sources Sought shall not be considered to be a bid or proposal. No evaluation letters and/or results will be issued to the respondents. After completing its analysis, the Government will determine whether to limit competition among the small business categories listed above or proceed with full and open competition as other than small business.
