THIS IS A PRESOLICITATION NOTICE ONLY: No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to notify potential Service-Disabled Veteran-Owned Small Businesses (SVOSBs), in accordance with the requirements of Public Law 109-461 of this requirement. The Department of Veterans Affairs, Veterans Health Administration intends to issue a solicitation entitled, 9th Floor Mental Health Renovation, on or about June 5, 2025, unless additional notice is given, or this notice is modified or cancelled. The Wilkes-Barre VA Medical Center has a requirement for Renovate 9th Floor Mental Health, Project# 693-19-106. The contractor shall provide all labor, materials, tools, equipment, expertise, administration, supervision transportation and anything else necessary to perform all work as described in project Scope of Work, Drawings, Specifications, and all other attachments to the solicitation. The full solicitation, specifications, drawings, and all other attachments will be posted on Contract Opportunities at SAM.gov. The acquisition type for this solicitation will be Invitation for Bid (IFB) and will be awarded as a Firm-Fixed Price contract. The applicable North American Industrial Classification System (NAICS) primary code is 236220, Commercial and Institutional Building Construction, and the 2022 SBA Size Standard is $45.0M. The Construction Cost Range for this project (Magnitude of Construction) is between $10,000,000.00 and $20,000,000.00. This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified at SBA VetCert (https://veterans.certify.sba.gov/). A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. Interested firms must also have a current registration in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award. Amendments to this solicitation will not be mailed but will be posted at the website.
