The solicitation will be issued in accordance with Public Law 109-461, the Veterans Benefits, Healthcare Information and Technology Act of 2006, Sections 502 and 503.In accordance with VAAR 819.7003(b), at the time of submission of offers and prior to award of any contract, the offeror must represent to the Contracting Officer that it is a (1) SDVOSB eligible under VAAR 819.70; (2) small business concern under the NAICS code assigned to this acquisition; and (3) certified SDVOSB listed in the Small Business Administration (SBA) certification database at https://certifications.sba.gov. Network Contracting Office 23 (NCO23) intends to award a single, firm fixed-price contract for completion of construction Project Number 636-26-502, Replace CLC Flooring at the VA NWIHCS, Grand Island VA Medical Center in Grand Island, Nebraska. An IFB is planned to be issued on or about 2 June 2026, with an anticipated award date within 60 calendar days from bid opening date. Further details of all dates, events, and locations, including site visit and bid due date, will be available in the IFB.
The Grand Island VA Medical Center currently has a need to remove carpeting and rubber cove base in the identified areas and replace with Luxury Vinyl Plank and new rubber cove base.
