Y1EZ--Correct FCA Deficiencies Construction

The Department of Veterans Affairs is soliciting a firm-fixed-price construction contract, designated as a Service-Disabled Veteran-Owned Small Business set-aside, to correct deficiencies identified in a 2022 Facility Condition Assessment and a 2021 Physical Security Risk Assessment at the Tucson Consolidated Mail Outpatient Pharmacy (CMOP) in Arizona. The project, estimated between 2 million and 5 million dollars, has a performance period of 365 calendar days. The scope of work includes creating a two-hour fire-rated secure room for the Emergency Electrical System, modifying the system to provide 100 percent backup for the facility, increasing fuel storage capacity to support a 48-hour supply, and providing N+1 redundant electrical systems. Additional requirements include installing HVAC under the mezzanine, and optional tasks involve connecting the fire line to a backflow preventer and replacing the roof with a TPO membrane system. The government will utilize the Lowest Price Technically Acceptable source selection process, evaluating proposals based on price and five non-price factors: relevant construction experience, project execution, staffing qualifications, past performance, and the contractor's safety plan. Contractors must comply with Davis-Bacon prevailing wage rates and provide required performance and payment bonds. Key personnel requirements include the use of qualified journeyman painters and BICSI-certified cabling installers. Proposals must be submitted in three separate PDF volumes covering the technical proposal, price proposal, and bid bond. Final acceptance is contingent upon a five-day VA inspection period at the end of each phase and adherence to NETA acceptance testing specifications for electrical equipment.
