Secure Vehicle Storage and Inventory ManagementThe contract encompasses the secure, monitored storage of seized vehicles under the jurisdiction of the U.S. Marshals Service, requiring facilities to maintain strict security protocols and continuous oversight to ensure vehicle integrity. Ongoing maintenance including climate control, tire rotation, battery upkeep, and fluid checks must be performed according to established schedules, with detailed condition reports submitted regularly to track any changes or damages. Inventory management is a core requirement, mandating real-time tracking of each vehicle’s location, status, and chain of custody through documented procedures and digital systems to prevent loss or misplacement. All activities must occur at pre-approved storage facilities that meet federal standards for safety, accessibility, and environmental control. The contract supports the Department of Justice’s operational needs by ensuring seized assets are preserved in optimal condition for potential judicial proceedings, auctions, or reassignment. The NAICS code 532120 indicates this is a vehicle storage service, and the subcontract structure suggests it may be utilized by a prime contractor delivering services under a larger federal agreement. The posting date of August 1, 2026, signals the anticipated start of the solicitation process, with performance likely centered at locations designated by the U.S. Marshals Service across the nation.

NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is N0019316RC004JC. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intents to award a sole source contract for yard truck leasing at Joint Base Charleston. The 628th Contracting Squadron intends to make an award to Gregory Poole Equipment Company, 4807 Beryl Rd, Raleigh, NC 27606-1406. Market research was performed and information gathered in determining this company to be the only source for this requirement. In accordance with (IAW) FAR Part 5.207(c) (16) (ii), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b)(1) (ii). This notice of intent to award is not a request for competitive proposals; however responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: In accordance with FAR 6.303-2: (1) Agency and Activity: 628 Contracting Squadron, Joint Base Charleston, SC (2) Nature of action being approved: Sole source acquisition. (3) The purpose of this acquisition is to provide leasing of 12 yard trucks including full service and maintenance to Joint Base Charleston for a period of three months. (4) Justification Rationale: IAW FAR 6.302-1(a)(2) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. Gregory Poole Equipment Company is currently performing under an existing contract and has all employees, tools, equipment, and vehicles in place at JB CHS. (5) Demonstration of Unique Qualifications: Gregory Poole Equipment Company is the only firm capable of providing the services described in paragraph (3) above without JB CHS-WS experiencing substantial duplication of cost that are not expected to be recovered though competition. Award to any other firm would also create unacceptable delays in fulfilling the requirements as it would require solicitation, award and the mobilization of a new workforce to begin full performance in less than 30 days which is not feasible. (6) Description of Solicitation Efforts: IAW FAR 5.102(a) (2), this notice will be posted on the Government-wide Point of Entry (FedBizOpps.gov), but retained in the contract file to document the rationale for a sole source award. (7) The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards made for same service and comparison to other agencies that offer leased yard trucks. (8) Description of market research: The most recent market research performed for this requirement revealed large businesses are the most common contractors capable of fulfilling this type of requirement. No additional market research was conducted. (9) Other supporting facts: Gregory Poole Equipment Company is the incumbent contractor and has a fully mobilized fleet in place. (10) Interested Sources: Research has shown that an adequate number of interested sources exist. (11) Actions to prevent barriers that may lead to restricted consideration in the future: A competitive solicitation is anticipated for the new multiple year contract. (12) This justification is accurate and complete to the best of the contracting officer's knowledge and belief.
