The contract solicits all-inclusive quotes for Year 3 post-construction beach tilling services as part of the 2023 South Siesta Key Beach Repair Project in Sarasota County, Florida. The work involves tilling approximately 6,000 linear feet of beach from Florida Department of Environmental Protection (FDEP) Monument R-71 to R-77 to a minimum depth of 24 inches, in accordance with specifications set forth in the FDEP Joint Coastal Permit Modification No. 0240984-008-JN. This permit governs environmental compliance, including sediment quality and protection of marine life such as sea turtles and manatees. Due to hurricane-related sand erosion in 2024, some sections south of Monument R-74 may be inaccessible for tilling. Access to the site is through Sarasota County’s Turtle Beach Park. The project must be completed by February 15, 2026, with bids not to exceed $50,000. Award will be made to the lowest responsive and responsible bidder meeting all experience, licensing, and insurance requirements, including submitting three relevant references and proof of at least $1 million commercial general liability insurance with Sarasota County as an additional insured. Failure to submit bids below or at the ceiling may result in cancellation and re-solicitation under another procurement method. The contract follows Sarasota County’s Quick Quote process with a firm-fixed price, lump-sum structure capped at $50,000, emphasizing environmental stewardship, regulatory compliance, and project oversight. Inspection and acceptance occur at destination, with strict adherence to quality standards such as sediment grain size, compaction, and turbidity limits. Contractors must comply with statutes requiring E-Verify employment eligibility verification, avoid prohibited contacts with county officials outside the designated procurement contacts, and uphold public records laws. Special contract requirements include cybersecurity safeguards, prohibitions on unauthorized recording of communications, penalties for breaches during emergency recovery periods, and tax exemption of Sarasota County. Deliverables include contractor setup, labor, equipment, hauling, supervision, and timely restoration of any disturbed native vegetation. Payment occurs upon County inspection and acceptance with invoicing referencing the purchase order number. The solicitation period spans from December 4, 2025, to January 6, 2026, with questions due by January 5, 2026, all managed through the OpenGov Procurement platform. This comprehensive framework ensures environmental, financial, and procedural accountability throughout performance of the tilling service contract.

Bidders are requested to provide an all-inclusive quote that shall include labor, materials, equipment, setup, hauling, and supervision for all costs necessary to till approximately 6,000+/- linear feet of beach between Florida Department of Environmental Protection (FDEP) Monument R-71, to Monument R-77 in accordance with the requirements specified in FDEP Joint Coastal Permit Modification No. 0240984-008-JN attached hereto and incorporated herein, and as depicted in the attached aerial photographs and surveys. Tilling shall be performed to a minimum depth of 24 inches, and as outlined in Specific Condition 19.b. of the modified permit. Bidders are advised that the project area experienced a loss (erosion) of sand due to impacts from the 2024 hurricanes. The sand loss may preclude tilling access from approximately 750 feet south of R-74 to R-77. Access to the site will be via Sarasota County's Turtle Beach Park, 8918 Midnight Pass Road, Sarasota, FL 34242. Work must be completed before February 15, 2026. Award will be made to the responsive and responsible bidder providing the lowest total bid price. DO NOT submit a quote of more than $50,000. In the event no responsive and responsible quotes are received under the quote threshold, the County may elect to cancel this Quick Quote and re-solicit using another procurement method.
