The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Prime Contractor who, in turn is responsible to the Government. 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform YRRP events as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the terms, conditions and standards in this contract. 1.2 Background: The YRRP is a Department of Defense mandated initiative designed to provide information, services, referrals, and proactive outreach programs to Army Reserve Soldiers and their families through all phases of the deployment cycle in accordance with DoD Directive 5124.02, DoD Instruction 1342.28, and USARC Operation Order (OPORD) 16-004. The overall objective of the program is to prepare and sustain Soldiers and their families before and after their mobilization. This event is for all Soldiers and their families who are assigned to the United States Army Reserve Command. All attendees are placed on official travel orders and/or Invitational Travel Orders (ITOs) in accordance with the Joint Federal Travel Regulation (JFTR), the Joint travel regulation (JTR) and USARC OPORD 16-004. Family members are authorized to travel on Invitational Travel Orders (ITOs). During these events, families gain practical, useful information based on curriculum designed specifically for military families. Through small group and one-on-one activities, family members learn how to maintain closeness, and leverage resources during frequent relocation, long separations, and repeated reunions.
