Yolo County has issued a Cannabis Use Permit authorizing the cultivation of cannabis on up to two acres of canopy under the provisions of the Yolo County Cannabis Land Use Ordinance (CLUO), which was established consistent with the certified Program Environmental Impact Report (SCH#2018082055) approved on September 14, 2021. The project qualifies for streamlined environmental review under CEQA Guidelines Sections 15168, 15162, and 15183, as it is deemed a later activity fully encompassed by the existing CLUO EIR, meaning no additional environmental documentation or mitigation planning is required beyond the standards already incorporated into the ordinance. Approval is contingent upon adherence to specified regulatory conditions including a minimum 530-foot buffer from residential properties, compliance with zoning and facility density limits, and submission of revised site plans if modifications are made. The permit is not a federal procurement contract and contains no FAR clauses, federal acquisition elements, or contract types such as FFP or IDIQ. Instead, it functions as a local land use authorization administered under California environmental law and county regulations. The applicant, Jack Brown, is required to submit documentation including a Notice of Exemption, a California Department of Fish and Wildlife No Effect Determination, and proof of prior fee payment, all of which must be physically attached to the application. Fees related to environmental review processing—such as $50, $3,495.25, and $4,123.50—are collected through internal county cash receipt form DFW 753.5a and deposited into account #137 under the Community Services department, with payments processed via check, cash, or electronic transfer to the county’s designated remit-to address in Woodland, California. The place of performance is Woodland, CA, with administrative oversight handled by the Yolo County Department of Community Services, the Office of Planning and Research, and the County Clerk’s Office. No federal contracting roles such as PCO, COR, or COTR are designated, and no UEI, CAGE, or small business certifications are required or submitted. The permit’s acceptance is formalized through County Board of Supervisors approval and filing of a Notice of Determination, with compliance monitored through regulatory enforcement rather than traditional contract inspection or performance evaluation criteria.

Full Description

The Project is a Cannabis Use permit to allow issuance of a cannabis cultivation license for up to two acres of canopy. The County finds that adoption of the proposed project falls within the scope of the Yolo County Cannabis Land Use Ordinance (CLUO) Program Environmental Impact Report (EIR) (State Clearinghouse #2018082055) certified by the Board of Supervisors on September 14, 2021 (Resolution 21-111). Pursuant to CEQA Guidelines (California Code of Regulations, Title 14) Section 15168, the impacts associated with the proposed project were studied, and mitigation measures concerning such impacts were developed, in the CLUO EIR. No further environmental review is required because the County finds, based on substantial evidence in the record of proceedings, that: 1) approval of this project is a “later activity” associated with the CLUO EIR, as defined by subsection (c) of Section 15168; 2) no subsequent EIR is required pursuant to CEQA Guidelines Section 15162; and/or the project qualifies for streamlined environmental review pursuant to CEQA Guidelines Section 15183 due to consistency with zoning. All impacts associated with the approval of this project are within the scope of environmental review previously studied, and the requirements and mitigations incorporated into the CLUO adequately serve to mitigate the impacts associated with approval of this project.
