Rural Housing Preservation Grant
Solicitation # USDA-RD-HCFP-HPG-2026
The Rural Housing Service under the U.S. Department of Agriculture is soliciting preapplications for the Housing Preservation Grant (HPG) program through solicitation number USDA-RD-HCFP-HPG-2026, with a submission deadline of September 8, 2026. This federal grant program provides funding to qualified public agencies, private nonprofit organizations, including faith-based and community groups, to repair and rehabilitate homes for very low- and low-income homeowners in rural areas. It also supports rental property owners and cooperative housing complexes that agree to make units available to low- and very low-income residents. Two distinct funding pools are available: $250,000 from the American Relief Act of 2025 for Puerto Rico and $2.09 million from the Consolidated Appropriations Act of 2023 for disaster assistance related to presidentially declared 2022 disasters, with individual awards capped at $50,000. Applicants must submit a comprehensive Statement of Activities addressing 17 mandatory elements, including beneficiary selection protocols, environmental compliance, staffing capacity, program budget, accounting systems, and outreach efforts. All projects must adhere strictly to the Secretary of the Interior’s Standards for Rehabilitation and comply with Section 106 of the National Historic Preservation Act, requiring consultation with State Historic Preservation Officers and documentation of adherence to historic preservation objectives. Awards are determined on a trade-off basis, prioritizing technical merit and regulatory compliance over cost, with no formal scoring or weighting system applied. There are no specified contract lines, delivery schedules, or FOB terms, as this is a grant program rather than a procurement instrument. The program requires ongoing monitoring, quarterly reporting, and proper management of program income and security instruments, with all applicants expected to demonstrate robust administrative capacity and alignment with federal housing preservation regulations under 7 CFR Part 1944, Subpart N.
