This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the U.S. Environmental Protection Agency intent to negotiate/award a Firm Fixed Price sole source contract to Oculus, Inc,, located at 1 S. Memorial Drive, Suite 1500, St. Louis, Missouri, 63102-2453 for the purpose of providing follow-on services for the A&E support services for the roof replacement project located at the U.S. EPA Ann Arbor National Vehicle Fuel and Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, MI 48105. The scope of work includes project descriptions, including roof sections A, B, C, D, E, F, G, N, Q, R, S, T, and U for a total of 136,352 SF of roof replacement. The contract will be a 12-month contract The Government intends to negotiate solely with Oculus, per FAR 6.302-1, as the agency's need for the services must be issued on a sole-source basis because there is only one responsible source, and no other supplies or services will satisfy agency requirements. Oculus is the previous expired IDIQ contract holder providing A&E support services for the Ann Arbor roof project. Since Oculus has provided the A&E services, it is of the government's best interest to have them complete the Construction Phase Services. The EPA Regions 5-10 Architect and Engineering IDIQ contracts expired in September 2024, but services are still required.
