The contract pertains to the asphalt patch removal and replacement on approximately 170 feet of the south lane of the Auto Tour Route South at Rocky Mountain Arsenal National Wildlife Refuge in Commerce City, Colorado, covering 208 square yards. Work includes excavation to a depth of six inches, subgrade preparation and compaction, application of a tack coat, and placement of six inches of compacted full-depth asphalt, with all excess materials to be disposed of properly. Traffic control is managed by the U.S. Fish and Wildlife Service, and no road closures are permitted. Performance is scheduled from November 1, 2026, through March 31, 2027, with all work requiring strict adherence to the Statement of Work and referenced specifications, including SECTION 321216 – Asphalt Paving. The contract incorporates numerous FAR clauses addressing environmental compliance under the Clean Air Act and Endangered Species Act, Davis-Bacon wage requirements for on-site truck drivers, Buy American standards for construction materials, prohibitions on telecommunications equipment from Kaspersky Lab and ByteDance, and mandatory reporting of executive compensation and subcontract awards. Contracting is governed by the firm-fixed-price sealed bid process under LPTA evaluation, where award goes to the lowest-priced technically acceptable offer, with no discussions allowed. The contractor must submit three examples of past projects involving asphalt or concrete roadway repair, demonstrate technical capability through personnel and equipment documentation, and comply with all representations and certifications required in SAM.gov, including UEI and CAGE codes, small business status, and disclosures regarding delinquent federal tax liabilities or felony convictions.
