Solicitation # GEN 26-05
The Gold Coast Transit District (GCTD) is soliciting proposals under RFP No. GEN 26-05 for the redevelopment of the Third Street Property located at 301 East 3rd Street, Oxnard, California. The agency is seeking a qualified developer to design, construct, manage, and operate a transit-oriented mixed-use or residential multifamily community. The project aims to increase transit ridership and provide housing affordable to low- or moderate-income households. The selected Preferred Developer will hold the property under a 99-year Ground Lease, preceded by an initial Option Agreement. Proposals will be evaluated based on project design, the strength of the financial proforma, the proposed annual base rent payments to GCTD, and the developer's experience and financial capacity to execute projects of similar complexity. Submissions must include a cover letter, detailed developer and team information, design drawings, and a 10-year financial proforma. The project requires strict adherence to GCTD's Transit Oriented Development Policy, City of Oxnard zoning and general plan regulations, and comprehensive environmental standards as detailed in the provided site assessments. Key contractual requirements include the provision of payment and performance bonds from an approved surety and compliance with California Labor Code prevailing wage laws. The developer is also responsible for all title insurance and policy coverage costs. Responses must be submitted electronically via the OpenGov portal by 3:00 PM PST on January 28, 2027. University Station Residential ProjectThe University Station Residential Project is a development initiative by the City of Santa Clara and Bixby Land Company to transform a site in Santa Clara, California, by demolishing four office buildings and two parking garages. The project will replace these structures with a new five-story building containing up to 297 multi-family residential units and 111 three-story townhouse units distributed across 26 buildings. A key component of the project involves the annexation of a 0.94-acre parcel from the City of San José to the City of Santa Clara, along with corresponding rezoning to Regional Mixed Use and the approval of a Vesting Tentative Subdivision Map for condominium purposes. The project is subject to extensive environmental oversight under the California Environmental Quality Act, with a Final Environmental Impact Report certified in August 2026. Key regulatory requirements include the implementation of mitigation measures for biological and cultural resources, such as protecting nesting birds and conducting archaeological monitoring with Native American monitors. The project must also adhere to strict standards for floodplain management, stormwater runoff, ADA compliance, and transportation demand management. While the project is listed as a forecast with a posted date of September 25, 2026, it is managed as a land-use and planning effort rather than a federal procurement contract, and as such, it does not contain FAR clauses or federal pricing structures.

The developer will be responsible for implementing a Remedial Action Plan and a Vapor Intrusion Mitigation System in accordance with Department of Toxic Substances Control guidelines. Additionally, the site is subject to natural hazard disclosures regarding liquefaction and dam failure inundation, and developers must mitigate ammonia release hazards from adjoining properties.
