The National Park Service’s Historic Preservation Training Center, acting on behalf of Fort Sumter and Fort Moultrie National Historical Park, is soliciting a small business to design, erect, assemble, and install OSHA-compliant scaffolding on the exterior right face wall of Fort Sumter, spanning approximately 100 linear feet by 25 feet in height. This scaffolding system must support brick replacement and masonry repointing operations over an eight-week period, including five days for erection, six weeks of operational use, and five days for safe demobilization. The work is conducted in a challenging, tidal, marshy environment with access limited to a park-provided 35-foot Munson aluminum boat, requiring the scaffolding to be engineered to withstand periodic flooding up to two feet and to include full planking, guardrails, and toe boards. The solicitation, issued under contract number DOIDFBO260078, is a total small business set-aside under NAICS code 238990 with a $19 million size standard, limiting eligibility to businesses certified as small under this classification. The firm-fixed-price contract has a response deadline of August 19, 2026, with a target award anticipated for October 19, 2026, and all performance must occur onsite at Fort Sumter in Charleston Harbor, South Carolina. The contracting office is located in Herndon, Virginia, with primary point of contact for questions being Rebecca Fentzke, and no key personnel, options, security clearances, or subcontracting plans are required. The government will accept the scaffolding system upon successful installation and verification of compliance at the site, with no formal inspection timing or documentation procedures outlined in the available information.
