This contract involves the selection of a construction firm to modernize passenger and service elevators across multiple buildings within the Social Security Administration’s Woodlawn Complex in Maryland. The project covers the upgrade of four passenger elevators and three service elevators, including ventilation ducting, exhaust systems, electrical modifications with connections to standby power, installation of safety features such as smoke sensors and GFCI outlets, and machine room isolation. The modernization will occur in phases to minimize disruption, as the facility remains fully occupied during construction. The total project duration is approximately 21 months with an estimated value ranging from $1 million to $5 million. The procurement will follow a competitive, negotiated Request for Proposal process emphasizing technical merit and past performance alongside pricing, with a firm fixed price contract being awarded to the best value offeror. Evaluation will focus on relevant past performance, elevator maintenance planning, and the qualifications of key personnel, with technical factors weighted more heavily than cost. Security clearances are mandatory for contractor personnel due to the sensitive nature of the site. The process includes submission and evaluation of technical proposals first, development of a shortlist, followed by price proposal evaluations, negotiations, and final selection. A pre-proposal conference and distribution of solicitation documents are scheduled to support bidders in preparation for submission.
