This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-07-4389-09 is issued as a request for quotations and incorporated provisions and clauses that are in effect through FAC2005-15, Far 52.219-6, notice of Total small business set-aside is applicable to this acquisition. The NAICS code is 236220, SIC code 1542 . Item DESCRIPTION: GENERAL: The greenhouse structure consists of one Lord & Burnham greenhouse believed to have been built about 1945. The existing greenhouse has iron or steel frames with wooden glazing bars, sills, ridges, doors, and vents. It is the intent of this specification to replace the wood members with aluminum glazing bars, ridge bar, sills, exterior doors, vents, and adaptor bars as required. New glazing will be supplied with clear tempered glass, except for field cut lights, which may be supplied in annealed double strength glass. The existing greenhouse is now approximately 28' wide and 43' long, with bays of approximately 8'4" on center. The existing greenhouse sits atop an existing 36" tall masonry wall with an eave to knee wall dimension of approximately3'3". It is the intent of this specification that the demolition of the existing wood and glass members will be by the greenhouse contractor. Painting of the remaining steel post, eaves, trusses, and purlins will be by the greenhouse contractor. All bidders must visit the site and acquaint themselves with the condition of the contract. Mr. Trevor Perla will be on site for visitations 229-386-3319. STATEMENT OF WORK: This specification covers demolition and debris removal, furnishing and installation of the reskinning materials, glazing, and allied equipment listed. This does NOT include site preparation, concrete, masonry, plumbing, electrical power or control wiring, utility connections, heater installations and venting. Work will consist generally of the following: Design and install new aluminum framing with new glass glazing system, vents, and manual and automatic vent operators. All glass to be clear tempered except those lights that must be field cut which can be double strength 1/8" clear glass min complying with ASTM C 1048. Install new 6068 double personnel door, contractor to verify door dimensions. Where greenhouse is attached to existing headhouse, install flashings and seals as required for a weathertight seal. Install two new full length ridge vents. One vent to be manually controlled. One vent to be automjated with the Wadsworth VC100A/ILS/LST autovent machine. Install on automated side vent to cover the CoolCel system. Vent to be full length and automated with the Wadsworth VC 100A/ILS/LST autovent machine. All shafting and rack and pinions will be mounted to the exterior of the sidewall vent. Install one 24"x 40' CoolCel System complete with sump, pump, distributor piping water distribution and return, pads, stringers, and flashings. Contractor shall furnish labor, tools, equipment, devices, appliances, and materials, and perform all operations necessary in connection with the work described in these specifications. Contractor qualifications- 5 years of full time greenhouse installation experience. Winning bidder will provide shop drawing s required for the work covering the following details: Details of the glazing system and method of installation. All details of roof, sidewall, and vent framing. Details of all fastening devices. Placement of any components for cooling and venting. Submid list of all manufactured products proposed for this work including the autovent machines and CoolCel system. Contractor must test all equipment, instruct agency personnel in all aspects of operation and maintenance and provide user with O & M information on all equipment. Payment under this contract will be made by electronic funds transfer. Successful offeror MUST accept government purchase card or be set up with USDA vendor express program at the time invoice is submitted. Vendor MUST be in CCR and ORCA before purchase order is issued. The government anticipates award or a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government.
