Z--INDE REHAB SECOND BANK BLOCK

The contract solicitation for the Critical Acquisition Response Team (CART) at Independence National Historical Park seeks a Small Business contractor to perform masonry rehabilitation of the Second Bank Block located in Philadelphia, Pennsylvania. The project scope encompasses the restoration of landscape features including the construction of an exposed aggregate concrete walk, regrading and repair of drainage systems, restoration of trees and shrub plantings around Morris Plaza, helical pile foundation repairs at the Robert Morris Statue base and south Walnut Plaza pier, and the safe removal, crating, transportation, and reinstallation of sculptural elements including bronze and stone plinths. Optional work includes repair of perimeter walls, reconstruction of interpretive site walls on new foundations, off-site conservation of the Robert Morris statue with replacement of its marble base and concrete foundation, and substitution of pervious concrete for the walkway. All work must adhere to the detailed specifications in Attachment 1 (392 pages), CD Drawing Set (41 pages), Condition Survey Drawings, and supporting reports on the Robert Morris Statue, which establish governing standards for materials, execution, and conservation practices under Division 1, 4, and 5 of the specifications. The solicitation incorporates updated Federal Acquisition Regulation (FAR) clauses, including tailored provisions for Changes, Material and Workmanship (with deviation dated January 2026), Differing Site Conditions, and Inspection of Construction, and mandates compliance with sustainability requirements for packaging and delivery of materials, which must be delivered in factory-sealed, properly labeled containers using minimal and recyclable packaging.
