AI Contract Overview
The Department of the Interior, acting through the National Park Service at Valley Forge National Historical Park, is proceeding with a sole-source procurement to complete the final phase of the Maurice Stephens House project, which involves integrating new construction with the historic structure in preparation for America’s 250 Celebration. The contract, identified as solicitation number 140P4226R0017, is being executed under the Revolutionary FAR Updates (RFO) Part 12, which now includes construction services under simplified acquisition procedures, and is justified under RFO FAR 12.102(a) due to the determination that International Management Consultants, Inc. is the only responsible source capable of performing the work. This is because the company is already actively constructing an adjacent building under a separate lessee agreement, giving it unique access to the site, familiarity with the design and structural details, and the ability to ensure seamless integration between the federal and non-federal components of the project. The government has concluded that awarding to any other contractor would introduce significant operational risk, coordination challenges, and potential delays, making this sole-source approach necessary and appropriate. The scope of work includes masonry repairs, site grading, drainage installation, ADA-compliant railing and ramp construction, door and framing modifications, and exterior siding and paint applications—all required to align with the existing historic structure and the new building under the lessee’s contract. Performance is confined to the VAFO site in Pennsylvania, and all deliverables must meet ADA, building code, and industry standards for exterior finishes, including a minimum of one prime and two top coats of paint. The acquisition is not competitive and no formal solicitation exists; interested parties may submit capability statements via email until May 5, 2026, but no award will be based on such submissions. The contractor is classified as other than small under NAICS 236220 with a $45 million size standard, and no socioeconomic set-asides apply. While pricing details are not disclosed, the contract falls under the simplified acquisition threshold and is deemed to have reasonable pricing based on FAR Part 13 provisions due to the lack of competition. The project’s urgency is tied directly to national commemorative events, and the award decision rests solely with the government, with no obligation to conduct future competitive procurements based on this notice. Contract administration is managed by Brian McCabe of the DOI, with no designated COTR or payment detail publicly listed, and all work is expected to be completed on
