The purpose of this project is construction of lock chamber bulkhead recesses for Lock 18 on the Mississippi River. Recesses will be installed on opposing sides of the main lock chambers downstream of the lower miter gates. Work includes but is not limited to, temporary support of miter gates, installation of cofferdams and dewatering, concrete removal, fabrication and installation of bulkhead recess assemblies, installation of new miter gate embedded anchorages, checkpost relocation, installation of anchors and wall armor, concrete placement, re-adjustment of miter gates, fabrication and furnishing sill beam and accessories, miscellaneous electrical work and any incidentals related to this work. The construction contract will be awarded using competitive negotiation procedures for achieving the Best Value to the Government through the Source Selection Process. Award of the contract will be made to the offeror whose technical and price proposal combined, best meets the Government's needs in the most effective, economical, and timely manner. The source selection will be conducted in accordance with procedures prescribed in FAR Part 15. The criteria used to determine best value to the Government in the form of a Technical Proposal and Price Proposal, will be outlined in the solicitation as follows: Technical Approach, Detailed Work Plan, Network Analysis and Bar Chart for Entire Work Period, Hot/Cold Weather Contingency Plan, Material Delivery, Major Plant & Equipment, Corporate Management, Prime Contractor Experience, Sub Contractor Experience, Key Personnel Experience, Organizational Chart, Safety Plan, Experience Modifier, Past Performance, Small Business Participation Plan, Price Proposal, and Subcontracting Plan.
