The Government plans to issue a sole source purchase order to the Papio-Missouri River Natural Resources District (NRD) for drainage way clearance and maintenance services. This procurement is necessary to operate, maintain, and repair drainage services aimed at mitigating flood damage risks for the City of Bellevue and Offutt Air Force Base. The sole source award is justified under FAR 6.302-1(a)(2)(iii), as only the NRD can fulfill the agency's requirements based on an existing memorandum of agreement from June 1996. That agreement assigned design and engineering responsibilities to the City of Bellevue and designated the NRD to manage the operation and maintenance of the open channel portions, with cost-sharing among the parties. The agreement includes a five-year initial term plus four optional five-year periods, with the base intending to exercise the second option year, contingent on funding. This procurement is not open for competition, and timely completion is critical for continued flood risk management. The services include the ongoing operation, maintenance, and repair of drainage infrastructure constructed under the prior agreement, including storm sewer extension, channel enlargement, and culvert installation. Questions about the procurement may be submitted in writing to Eric Williams via fax or email. The contracting office responsible for this action is the 55th Contracting Squadron at Offutt Air Force Base, Nebraska, and the associated NAICS code is 237990, indicating specialized construction services related to drainage.
