This contract requires a small business to perform comprehensive asphalt preventive maintenance and pavement marking services at the Ottawa National Wildlife Refuge Visitor Center, specifically targeting the West Parking Lot and RV Parking Lot, between September 1, 2026, and October 31, 2026. The scope of work includes cleaning, hot-pour rubberized asphalt crack sealing of approximately 3,900 linear feet, applying a single coat of asphalt emulsion sealcoat over approximately 26,000 square feet, and full restriping of all parking stalls, pedestrian crosswalks, directional arrows, and “NO PARKING” zones. The work must meet strict standards: crack sealing must adhere to ASTM D6690, pavement markings must comply with FHWA MUTCD 11th Edition and ADA 2010 Standards for Accessible Design, and waterborne acrylic paint meeting TT-P-1952 specifications must be used. The contractor must furnish all labor, materials, equipment, supervision, tools, and incidentals, with operations restricted to 7:00 a.m. to 9:00 p.m. Eastern time unless approved otherwise, and no work is permitted on Federal holidays without explicit authorization from the Contracting Officer.
