Solicitation # RFP-VC-26-008
The Inland Empire Regional Composting Authority is soliciting proposals from licensed general contractors for a Master Services Contract to provide on-call maintenance and minor construction services. This time-and-materials contract is designed to address facility needs on short notice, with a scope of work encompassing millwright and welding activities, fire sprinkler system maintenance, general construction including framing, drywall, and concrete, and the maintenance of conveyors, hoppers, and heavy equipment. The Authority intends to award multiple contracts based on a best-interest evaluation of price, payment terms, proposed work plans, personnel experience, and performance history. Additional consideration will be given to a contractor's proximity to the service area, equipment ownership for emergency work, and alignment with the Agency's Environmental Purchasing Policy. Proposals must be submitted electronically via PlanetBids by October 29, 2026, at 3:00 p.m. Required documentation includes a signed cover letter, a fully burdened fee schedule, an exceptions form, and at least three professional references from the last five years. As a public works project, all contractors and subcontractors must be registered with the California Department of Industrial Relations and comply with prevailing wage rates per California Labor Code Section 1770. Furthermore, contractors must adhere to all OSHA safety requirements and provide their Experience Modification Rate for the last three years. Contractual obligations include the provision of performance and payment bonds for any task order exceeding 25,000 dollars. Invoices are submitted monthly to the Accounts Payable Department and are generally paid within 30 days, though expedited payment options are available in exchange for a percentage discount. The contract is governed by the laws of the State of California in San Bernardino County. The Authority retains ownership of all reports, drawings, and data produced under the agreement, and all submissions are subject to the California Public Records Act.

The Postal Service is seeking Qualification Statements from construction firms desiring to be placed on a list of prequalified general contractors for Major Repair and Alteration Projects in the State of Wisconsin which includes Lakeland Postal District - Zip Codes: 530-532, 534-535, 537-539, 541-545, and 549. Each specific project will include any repair or alteration in the range of approximately $200,000 to $2.5 million. Only the most qualified contractors will be prequalified. To be considered for prequalification, respondents must demonstrate a minimum of 5 years experience and must have completed a minimum of two comparable projects in the area over the past 5 years. Comparable projects for this solicitation are defined as any repairs or alterations to commercial or industrial buildings with a construction value of $1,000,000 or more. The Contractors Qualification Statements will be evaluated in accordance with the following criteria listed in order of importance: experience and references, organization, and safety. Other factors that will be evaluated on a pass/fail basis are: background information, backlog, financial capability, bonding, banking, responsibility, and affirmation. The Postal Service will issue a solicitation (RFP) for each specific project to prequalified firms. Each solicitation will request a fixed price proposal. Prequalified firms will have the option to submit a proposal for one or all of the projects as they become available. Awards of individual contracts will be made to the firm offering the best value to the Postal Service within available funding in accordance with evaluation criteria stated in individual project solicitations. The Postal Service retains the right to: (1) Delete from the prequalified list any firm that is no longer deemed to be responsible or is otherwise ineligible to receive a contract award pursuant to the current Postal Service purchasing policies. (2) Prequalify additional firms that will be eligible to receive solicitations for facilities to be repaired or altered. This right will be exercised when the number of existing prequalified firms is not sufficient to ensure adequate competition. (3) Issue open market solicitations for specific projects when determined by the contracting officer to be in the best interest of the Postal Service. The list of prequalified firms will have periodic maintenance for adding/deleting firms as required with a minimum review annually. Qualification Statement packages are available now and may be obtained by sending a written request to USPS Great Lakes Facilities Service Office, Attn: Marian Owens via email at marian.owens@usps.gov. Qualification statements are due by Monday, April 3, 2006 at 3:00 PM CST. The completed Qualification Statement should be delivered via one of the many services provided by the Postal Service or hand delivered to Great Lakes Facilities Service Office, Attn: Teri Wilcox, 62 Stratford Drive, Bloomingdale, IL 60117-7000. Qualification statements will not be returned.
