Z -- Repair Roofs IDIQ, Hickam AFB, Bellows AFS, Wheeler AAF, Hawaii

This contract involves the repair, replacement, and installation of roofs on existing industrial buildings primarily at Hickam Air Force Base, Bellows Air Force Station, and Wheeler Army Airfield in Hawaii, with occasional work elsewhere on Oahu and across the state as directed. The scope covers a broad range of roofing activities including replacing roofing materials and roof drainage systems in support of Base Civil Engineer operations. The contract is structured as an indefinite delivery, indefinite quantity (IDIQ) agreement, with projects identified and assigned through individual delivery orders issued by the Base Contracting Office. The contractor must supply all labor, materials, equipment, and perform all tasks in strict accordance with contract specifications and drawings, and be a local Hawaii business employing residents with the necessary skills. The contract duration includes a 12-month basic period plus four 12-month option periods, with a total potential length of up to 60 months. The guaranteed minimum amount applies only to the basic period, set at $5,000, with an estimated maximum annual contract value of up to $5 million for each period. This acquisition is limited to 8(a) certified firms serviced by the Hawaii District Office that have a physical office and employees in the region. The maximum value of any single delivery order cannot exceed $2 million per year. Interested contractors must register on the government’s Electronic Posting System to receive solicitation updates and be registered in the Central Contractor Registration with a Dunn & Bradstreet number for eligibility. The solicitation is anticipated to be issued electronically around December 22, 2006, with a pre-proposal conference to be scheduled by the Contracting Officer.
