The contract involves construction work at three fish passage sites along FS Road #38 within the Mt. Baker Ranger District in Whatcom County, Washington. The project scope includes installing two bottomless arch structures, each spanning approximately 16 to 18 feet, at mileposts 10.53 and 11.30, with the second site potentially featuring a bridge as an alternative design. Additionally, a bridge spanning roughly 70 to 90 feet will be constructed at milepost 11.86, with slight realignment of the approaches to reduce the skew angle to the adjacent creek. Riprap materials for erosion control will be sourced from identified locations near milepost 9.5 and the Wallace Creek Bridge, with waste disposal areas likely designated along the road corridor. All instream construction activities must occur within the prescribed environmental window from July 1st to September 15th. The project is fully set aside for HUBZone small business concerns, with estimated solicitation issuance expected in winter and work commencing around July 1, 2005, lasting approximately 90 days. The estimated contract value ranges between $250,000 and $500,000. Contractors are encouraged to visit the sites before winter access restrictions come into effect, noting the gate at Wallace Creek Bridge closes annually from December 1st through June 15th, limiting vehicle access but allowing pedestrian access during this period. The work environment typically experiences snow cover from mid-December to late April, which heightens the importance of early site inspection. Technical inquiries can be directed to agency contacts Amanda Ashburn and Peter Wagner, while administrative details and solicitation information are managed by Janet E. Hada of the Mt. Baker Snoqualmie National Forest under the Department of Agriculture.
