Design-Build Services – Parcel R Park
Solicitation # 20261030032
The City of Brisbane is seeking a Design-Build Team (DBT) for the design and construction of the Parcel R Park at Sierra Point. The project aims to implement the City Council-adopted Parcel R Park Development Plan, creating a public space that integrates passive and active recreational opportunities with the Marina, San Francisco Bay Trail, and local businesses. Key project features include universally accessible pathways, an amphitheater, event lawns, picnic areas, and shoreline observation areas, all while incorporating resilient design measures to address sea level rise and complex geotechnical conditions such as soft bay mud. The target budget is 2 million dollars, with 1.5 million allocated for non-art improvements and 0.5 million for art, with a required completion date by the end of fall 2027. The procurement follows a two-phase process, beginning with a Request for Qualifications (RFQ) to short-list up to three high-rated respondents and two alternates. Prequalification is based on licensing, performance history in public or waterfront parks, financial capacity, safety records, and the ability to provide 100 percent payment and performance bonds. A mandatory requirement for prequalification is an enforceable commitment to use a skilled and trained workforce for apprenticeable occupations. Following the prequalification phase, the City will issue a Request for Proposals (RFP) to the short-listed teams, utilizing a best-value selection method to award the final contract. Statements of Qualifications must be submitted by December 4, 2026.
