The intended scope of work included tire rotations, battery water level checks, lubrication of friction areas, and general repairs with a not-to-exceed value of 125,000 for parts and labor not covered in the regular maintenance cycle. This decision followed a review of clarification requests from vendors, which revealed that the Performance Work Statement required substantive revisions regarding the scope of services, equipment specifications, contractor responsibilities, and pricing requirements. Consequently, no award will be made under this solicitation to ensure that any future procurement is based on a clearly defined and consistent set of requirements.
