Full Description
The contractor shall provide all labor, supplies, transportation, supervision, and equipment necessary to correct the deficiencies in the chiller plant as listed in the SOW, drawings, and specifications. The scope of work for this project will be to repair multiple buildings rated deficiencies related to water penetration according to a Facility condition assessment report that was conducted at Coatesville VA Medical Center. The repairs shall include repairing and replacing flashing, repairing or replacing roofing, selectively repairing deteriorated masonry joints, recalking around windows, repairing rain leader connections, replacing sections of underground storm sewer pipes and regrades around the buildings. The full detailed scope of work and bid deducts are included in the solicitation. The solicitation documents and drawings will be available for download from the website https://sam.gov/ on or about June 03, 2026. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders are responsible for downloading the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for solicitation will NOT be honored. Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the SAM.gov website and bidders are advised that it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The solicitation will include information concerning the pre-bid organized site visit, due dates for requests for information, date and time bids are due and the bid opening location, date and time. Individual requests to visit the site shall not be honored. The Pre-Bid site visit walk-thru will be held on June 10, 2026, at 10:00 AM (EST). Contractors are to meet in Building 70 Conference Room at The Department of Veterans Affairs, VA Medical Center, 1400 Blackhorse Hill Road, Coatesville, PA 19320. While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via electronic mail to the Contract Specialist: Lamar.Thomas2@va.gov no later than Close of Business, June 24, 2026. No telephone or fax requests will be honored In accordance with VAAR 836.204, the magnitude for this procurement is between $5,000,000 and $10,000,000 and NAICS Code 238190 with a small business size standard of $19 million. Bids are due/Bid Opening will be held on July 30, 2026, 10:00 AM., VA Medical Center, 1400 Blackhorse Hill Road, Building 70 Conference Room. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY26 funds. The maximum time for completion of the project is 380 calendar days after receipt of Notice to Proceed.
