AI Contract Overview
The Department of Veterans Affairs awarded a sole-source contract to A4 SERVICES LLC for the design of a covered walkway at the Kansas City VA Medical Center under solicitation number 36C25526R0131, with an award amount of $208,200. This action was necessitated by the sudden insolvency of the original design firm, creating an urgent need to finalize construction documentation in time for bid release in fiscal year 2026. The procurement was justified under FAR 6.302-2 due to unusual and compelling urgency and was further authorized under the Veterans Benefits Act of 2003 and 38 U.S.C. 8127–8128, which permit non-competitive awards to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The award aligns with VHAPM Part 806.3, which allows sole-source direct awards to verified SDVOSBs when the contract value does not exceed $350 million. The contract falls under NAICS code 541310 for engineering services and is designated as an SDVOSBC set-aside, confirming the awardee’s certified status as a service-disabled veteran-owned small business. The place of performance is the Department of Veterans Affairs Network Contracting Office 15 in Leavenworth, Kansas, and the award was issued on May 20, 2026, following a posted solicitation date of May 21, 2026. No competitive bidding occurred, and no evaluation factors such as technical approach or price were used, as the award was made under statutory authority for sole-source procurement. The contracting officer’s point of contact is Matthew D. Finley, and no additional contract clauses, packaging requirements, inspection criteria, or special conditions were documented beyond the justification for non-competitive award.
