AI Contract Overview
The Department of Veterans Affairs, through the Network Contracting Office 4 in Pittsburgh, PA, is seeking information from potential vendors to establish a long-term contract for grease removal and disposal services at two of its healthcare facilities: the VA Pittsburgh Healthcare System on University Drive and the H.J. Heinz Campus on Delafield Road. This is a Sources Sought Notice, not a solicitation, intended solely for market research to inform the government’s acquisition strategy, including potential socio-economic set-asides. The government anticipates awarding a base contract with a one-year performance period beginning in May 2026, followed by four one-year option periods extending through April 2030. Services will include six grease trap pumpouts annually at the University Drive location and four at the Heinz Campus, with the first service required immediately after contract award. Each job involves the removal, transport, and compliant disposal of grease waste from 3,500-gallon and 1,500-gallon traps respectively, along with visual inspections of trap interiors and submission of service reports and disposal manifests after each visit. Work must be performed during approved off-hours—between 4am and 6am or 3:30pm and 11:30pm on weekdays, or anytime on weekends—and must adhere to all applicable local, state, and federal environmental regulations, including Allegheny County Health Department requirements and OSHA safety standards. Contractors must ensure personnel are properly trained, equipped with PPE, and certified in waste handling practices. The suggested NAICS code is 562998 and the PSC is Z1DZ. The government strongly favors responses from Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses, which must provide valid SBA VetCert certification as proof of status; all respondents must have a valid UEI and are encouraged to disclose any existing GSA Federal Supply Schedule contracts within scope. Responses, including a brief statement of interest and capabilities aligned with the draft Statement of Work, must be sent via email to Angelamarie Scott, Contract Specialist, no later than 10 AM EST on Wednesday, April 29, 2026. No formal evaluation factors, pricing elements, CLINs, or FAR clauses are included in this notice, as it is strictly a pre-solicitation market research tool. The government will not reimburse any costs incurred in preparing a response.
