Z2DA--549-21-700 EHRM Infrastructure Upgrades Construction Dallas VAMC

The Department of Veterans Affairs, Veterans Health Administration, Program Contracting Activity Central, plans to issue a Request for Proposals (RFP) for a firm-fixed-price design-bid-build contract to construct a new single-story standalone building at the Dallas VA Medical Center in Dallas, Texas. This project, designated as EHRM Infrastructure Upgrades construction project #549-21-700, is intended to support primary care and mental health services while modernizing the facility’s IT and physical infrastructure in compliance with VA standards and national telecommunications and physical security design manuals. The work includes providing all tools, labor, materials, supervision, and management to complete construction according to VA drawings, specifications, and applicable codes. Evaluation criteria prioritize past performance, especially on projects valued at $30 million or more, followed by Service-Disabled Veteran-Owned and Veteran-Owned Small Business commitment, and price being least important. Contractors must comply with comprehensive administrative and security requirements, including security clearances, personnel fitness determinations, and strict identification and access controls, with submissions required in three separately submitted volumes in searchable PDF format by specified deadlines. The contract includes rigorous construction quality control oversight, documentation requirements, and adherence to multiple federal standards and codes governing construction, information security, and telecommunications infrastructure.
