Solicitation # BD-27-1107-FREG5-ACCOU-133129
The Massachusetts Trial Court, through the Office of Court Management, Facilities Management & Capital Planning, is soliciting bids for statewide preventive maintenance, inspection, operational testing, load-bank testing, repair, and emergency services for standby generators, automatic transfer switches, and uninterruptible power supply systems. The contract is structured into five independent regional award groups, with each region being awarded to the lowest responsible and eligible bidder. The initial performance period is 32 months, running from November 1, 2026, to June 30, 2029, with two optional one-year renewals available through June 30, 2031. Bidders must submit their response packages electronically via the COMMBUYS portal by September 30, 2026, including a bid deposit of at least 5 percent of the greatest possible bid amount per region. Award evaluation is based on bid responsiveness, eligibility, and the lowest evaluated regional price, with a requirement that contractors demonstrate the capacity to perform in multiple regions simultaneously if awarded more than one. Contractors must adhere to NFPA 70B, the Massachusetts Comprehensive Fire Safety Code, and the Massachusetts Electrical Code, and are required to provide detailed electronic service reports as a condition of payment. Payments are processed via Electronic Funds Transfer through the Comptroller's system, typically 45 days from invoice receipt.

The National Institute on Biomedical Imaging and Bioengineering requires a comprehensive service contract for the Zeiss SIGMA-VP scanning electron microscope equipped with variable pressure capability and 3View technology to ensure uninterrupted operation of this critical high-resolution 3D imaging system. This instrument, located at NIBIB’s BEPS Shared Resource, enables serial block face imaging to generate nanoscale 3D reconstructions of cellular and subcellular structures in tissues such as pancreatic islets, retinal neurons, cochlear structures, and blood platelets. The system’s unique ability to perform in situ ultra-thin sectioning and simultaneous imaging demands specialized expertise, and only experienced Zeiss engineers can properly maintain, repair, and support the system, including remote troubleshooting and on-site part replacement. Without this contract, the cost of ad hoc service visits and downtime would be significantly higher, jeopardizing essential research across multiple NIH institutes. The contract encompasses premium service coverage for the SIGMA system, its variable pressure field emission electron microscope, and the 3View module, ensuring all critical components remain at peak performance. With usage extending beyond NIBIB to researchers at NINDS, NICHD, NHLBI, NCI, NIDDK, NIDCD, and NEI, as well as extramural collaborators, the instrument is a shared national resource vital to biomedical discovery. The service contract, titled Zeiss Sigma 3View Service Contract with 3 Option Years, is solicited under number 75N98026Q00729, with bids due by July 13, 2026, and is administered by the Department of Health and Human Services through its Office of Acquisition and Logistics in Bethesda, Maryland. The primary point of contact for inquiries is James B. Law, whose email is listed for communication regarding procurement and technical requirements.

The National Institute on Biomedical Imaging and Bioengineering (NIBIB), Laboratory of Cellular Imaging and Macromolecular Biophysics (LCIMB), Cellular and Supramolecular Structure and Function (CSSF) Section requires a service contract for the Zeiss SIGMA-VP scanning electron microscope (SEM) with a variable pressure (VP) capability and with the 3View capabilities. The 3View system allows us to perform insitu cutting of at least 25 nm serial plastic sections while imaging with a special highly sensitive detector in the SEM. The data acquired by this technique is used to visualize cellular structures and organelles in 3D, which is one of the most desired methods used by our collaborators. Only experienced Zeiss engineer can service this equipment, provide the parts or advice on the usage. We also depend on Zeiss engineers to assist us when the problem is resolvable remotely. To have Zeiss engineer arrive, service the equipment and provide new parts on site without this service contract will cost us significantly higher.

Researchers across the NIH are using the Zeiss SIGMA-VP scanning electron microscope (SEM) with a variable pressure (VP) capability with 3View capabilities.  This instrument is situated in NIBIB’s BEPS Shared Resource, where it is used to study the three-dimensional structure of cells and tissues using the serial block face (SBF) imaging technique using an ultramicrotome built into the specimen chamber of the SEM. The research enabled by the 3View SIGMA SEM includes the three-dimensional structure determination of (1) endocrine tissues including insulin-secreting beta cells and glucagon-secreting alpha cells as well as micro-capillaries in pancreatic islets of Langerhans, (2) neuronal tissues of the retina, and (3) cochlear tissues of the inner ear (4) blood platelet basic structural characterization, etc.  The instrument is used by scientists in many NIH institutes and centers including: NIBIB, NINDS, NICHD, NHLBI, NCI, NIDDK, NIDCD, and NEI as well as extramurally. It is essential to keep the instrument running at the highest level of performance.
