CITY OF ZILLAH MUNICIPAL ENGINEERING SERVICES REQUEST FOR STATEMENT OF QUALIFICATIONS The City of Zillah is inviting Statements of Qualifications (SOQ) from firms interested in providing professional municipal engineering services during the 2027-2029 calendar years. This solicitation is issued pursuant to Chapter 39.80 RCW. The City anticipates selecting a consulting engineering firm for various municipal engineering services for water, sewer, drainage, and street projects, comprehensive plans, municipal planning, traffic studies, capital facilities plans, rate studies, technical reports, cost estimates, environmental reviews, funding applications, surveys, plans, specifications, services during construction, and funding administration. Professional municipal services may include those funded by TIB, STBG, TAP, USDA, WSDOT SRTS and Ped/Bike, CERB, CDBG, DWSRF, PWB, LID, Ecology, SRF/Centennial Clean Water, SIED, and federal stimulus funds. The City may submit grant application(s) to the Washington State Department of Commerce Community Development Block Grant (CDBG) program and/or applications to other agencies/programs for funding to complete a study and/or construction project(s). Should CDBG grant funds be secured, cost-plus-a-percentage-of-construction-cost consultant agreements will not be allowed. Applicable state and federal equal opportunity, affirmative action, and funding-agency requirements will apply to the selection process, consultant agreement, and conduct of the project. SOQs shall be limited to thirty (30) pages, excluding a one-page cover letter and front and back covers (if used). Consistent with RCW 39.80.040, the City will evaluate qualifications and performance data and select the firm deemed most highly qualified to provide the required services. Selection criteria will include experience in providing municipal engineering services; qualifications of key personnel; firm experience with plans, specifications, cost estimates, and environmental/permitting processes; familiarity with the City of Zillah and/or experience with municipalities of similar size; experience with state and federal funding programs and regulatory agencies; previous performance on public projects; and references. The SOQ shall be submitted electronically in PDF format to mgrayum@cityofzillah.us. Submittals will be accepted by the City of Zillah until 4:00 p.m. Pacific Time on September 25, 2026. No submittals will be accepted after that date and time. Questions regarding this solicitation should be directed to Michael Eklund-Grayum, City Administrator, City of Zillah, 503 First Avenue, P.O. The City will select the firm deemed most highly qualified and then negotiate a professional services contract at a price the City determines to be fair and reasonable, consistent with RCW 39.80.050. Price will not be used as a criterion to determine the most highly qualified firm. The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all consultants that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit statements of qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Qualified disadvantaged business enterprises and minority-, women-, and veteran-owned firms are encouraged to respond. The City will afford minority- and women-owned firms and veteran-owned firms the maximum practicable opportunity to compete for and obtain public contracts for services consistent with RCW 39.80.040.
