Enterprise Resource Planning (ERP) Software & Services

Rockdale County, Georgia, is soliciting proposals for a comprehensive, fully integrated, public-sector Enterprise Resource Planning (ERP) system to replace legacy siloed systems with a unified, cloud-based platform. The solution must support diverse county-wide operations, including Financial Management, Human Capital Management, Utility Billing, Public Safety, Planning and Development, Parks and Recreation, Transportation, and Stormwater Management. Key technical requirements include CJIS-compliant security for public safety modules, 24/7 uptime for mission-critical operations, and data encryption both in-transit and at-rest. The selection process is not based solely on the lowest price but utilizes a weighted scoring matrix to identify a well-established vendor whose design philosophy and support policies best align with the county's needs. Only the top three scoring vendors will proceed to additional evaluation. Applicants must provide a detailed cost proposal covering licenses, implementation, and three years of maintenance, along with a utilization plan for Historically Underutilized Businesses or Small Business Enterprises. Compliance requirements include ADA standards, E-Verify immigration certification, and the provision of general liability and workers compensation insurance. Proposals must be submitted physically in sealed envelopes with an accompanying electronic copy on a USB flash drive by the November 19, 2026, deadline.
