Z--YUMA AREA OFFICE ROOF REPAIRS

Solicitation 140R3025R0013 is a request for proposals issued by the Department of the Interior, Bureau of Reclamation, for roof repairs at the Yuma Area Office. This project is a 100% small business set-aside under NAICS code 238160, with an estimated project magnitude between 1,000,000 and 5,000,000 dollars. The scope of work involves repairs and potential replacements for four buildings at the Yuma Desalting Plant complex, including the YAO Admin Office, Desalting Building, YDP Admin Office, and Switchyard Control. Work includes addressing degraded sealants, punctures, expansion joint failures, and weathering of built-up roof systems, as well as installing roof anchors and skylight screens. The performance period is established as 180 calendar days after the notice to proceed. Technical requirements specify the use of high-build acrylic roof coatings and commercial dynamic dome skylights, with strict adherence to R-value, solar reflectance index, and wind resistance standards. Contractors must comply with prevailing wage rates for Yuma County, Arizona, and follow federal guidelines for sustainable and biobased products. An asbestos and lead inspection conducted in March 2024 found no containing materials in the inspected areas. Proposals are evaluated based on price reasonableness and best value, with a specific pricing structure for mobilization, preparatory work, and optional schedules. The procurement process included multiple amendments to refine the statement of work, update wage determinations, and extend the proposal deadline to August 22, 2025.
