Beam Sharing Grating, Linear Diamonds

SLAC National Accelerator Laboratory, operated by Stanford University for the U.S. Department of Energy, is seeking a U.S. domestic source for two custom linear diamond gratings on single crystal CVD diamond substrates, each measuring approximately 10 x 10 mm with a thickness of 100 µm. The first grating has a 980 nm pitch with two distinct duty cycles—30% and 40%—and a guaranteed minimum depth of 3.5 µm, while the second has a 2000 nm pitch with the same duty cycles and a guaranteed minimum depth of 5 µm. Each grating area is approximately 2 mm by 1 mm, with grooves oriented parallel to the 1 mm edge and engraving aligned to SLAC-provided CAD designs. Optional enhanced depth versions are available for both substrates, contingent on fabrication feasibility. Proposals must be submitted using the Lowest Price Technically Acceptable method, with technical compliance assessed against strict specifications and business eligibility determined by SAM.gov registration. The award will be made to the lowest-priced technically acceptable offeror without trade-offs between cost and performance. Payment terms are Net 30 days with FOB Destination Prepaid and Add shipping terms. The subcontract is governed by SLAC’s Fixed Price Commercial Supplies and Services Terms and Conditions (August 2023, supplemented August 2026), incorporating applicable FAR clauses including restrictions on subcontractor sales, whistleblower rights, service contract labor standards, minimum wage requirements under Executive Order 14026, Buy American Act compliance, and patent indemnity. Offerors must properly mark proprietary information and include a technical compliance statement, quoted price, delivery schedule, and certifications with their response to Angela Garcia. Performance is required in Menlo Park, California, and all items must be new, free from defects, counterfeit components, and comply with commercial item definitions under FAR 2.101. Failure to meet any technical requirement disqualifies the proposal regardless of price.
