The Department of Defense Education Activity intends to procure the READ 180 New Generation reading intervention program for grades 4 through 12 via a firm-fixed requirement contract. This procurement is being conducted on a sole source basis with Scholastic Inc. under FAR 6.302, as the New Generation software is the only solution capable of updating the existing READ 180 Enterprise Edition licenses while maintaining direct correlation with the Scholastic Reading Counts and Scholastic Reading Inventory tools already owned by the agency. The acquisition follows Simplified Acquisition and Commercial Item Procedures in accordance with FAR Subparts 13.5 and 12.6. While the government intends to proceed without competitive quotes, interested parties may submit written capability statements for evaluation. Grade 4-12 Reading Intervention Program

The Department of Defense Education Activity (DoDEA) is seeking to procure the READ 180 New Generation (NG) reading intervention program for grades 4 through 12 through a firm-fixed-price contract awarded on a sole-source basis to Scholastic Inc. This procurement is necessary to update the existing READ 180 Enterprise Edition (EE) software, which DoDEA adopted in 2006 and has used agency-wide to support struggling readers. The READ 180 NG program is the only reading intervention solution that features the required research-based, interactive adaptive technology along with ongoing assessments and adaptive software. It is uniquely compatible with the Scholastic Reading Counts and the Scholastic Reading Inventory tools already owned by DoDEA, ensuring continuity and maximum effectiveness in improving literacy outcomes. The acquisition is being conducted under simplified acquisition procedures, and although this is not a request for competitive quotes, other parties capable of fulfilling the requirements may submit a written capability statement for consideration. The Government retains full discretion regarding whether to open competition. All contractors must be registered in the System for Award Management (SAM) to be eligible for award or payment. The designated point of contact for questions and submissions is Anna M. Barbuggiani, and all inquiries must be received by the specified deadline. The contract will be performed in Alexandria, Virginia, under NAICS code 511130.
