2009 Exploratory Advanced Research Program (2nd Announcement)

The Department of Transportation, through the Federal Highway Administration, issued solicitation DTFH61-09-R-00017 for the 2009 Exploratory Advanced Research Program. This second announcement seeks proposals for high-risk, high-payoff research and development projects across multiple focus areas. A specific emphasis is placed on Topic Area 4A, which explores multi-modal connectivity options for a seamless transportation system with a long-term research scope looking 30 to 50 years into the future, considering variables such as technology, energy sources, demographics, and environmental protection. Interested parties were provided with two separate proposal submission deadlines on June 24, 2009, and September 23, 2009. The solicitation process included detailed guidance via frequently asked questions and amendments to clarify proposal eligibility, cost sharing, submission formats, and funding expectations per topic. Administrative oversight for this effort was managed by the Acquisition and Grants Management office in Washington, DC, with Robin K Hobbs and Robert A Robel serving as the primary points of contact for contracting and technical inquiries.

Exploratory Advanced Research Program

The Exploratory Advanced Research Program, managed by the Department of Transportation, consists of multiple awards under solicitation DTFH61-09-R-00004 to advance transportation technology and behavioral science. The program funds a diverse range of academic institutions to explore critical topic areas, including highway revenue collection and congestion pricing at the University of Central Florida, freeway merge assistance at the University of Virginia, and vehicle positioning in GPS-degraded environments through Auburn University and the University of California, Riverside. Additional research focuses on driver behavior at Virginia Tech and the impact of automated transit on urban travel patterns at the University of Michigan. The total federal funding is distributed across several cooperative agreements and contracts, with the largest single award granted to the University of Central Florida for nearly 2 million dollars. The program is administered by the Acquisition and Grants Management office in Washington, DC.

Modeling the Urban Continuum in an Integrated Framework

This contract amendment cancels the previously issued Broad Agency Announcement (BAA) No. DTFH61-07-R-00117 for the FHWA Exploratory Advanced Research Program, which was initially set for a one-year period from January 19, 2007, to January 18, 2008. Due to programmatic changes, the existing BAA will be withdrawn and replaced with a new solicitation that will feature a fixed cut-off date for pre-proposal submissions, moving away from the original open year-long solicitation format. This adjustment aims to better manage proposal submissions and streamline the review process. The Department of Transportation’s Acquisition and Grants Management office, located in Washington, DC, oversees this contract. Interested parties are advised to monitor the official FedBizOps website for the release of the new BAA. For further inquiries, contact Benjamin Zaslow via email or phone. The modification reflects a strategic shift in the approach to soliciting research proposals under the FHWA Exploratory Advanced Research Program.
