The FHWA Virtual Industry Day Meeting for LTPP Program Engineering Services Contract (LPES)

The Federal Highway Administration is conducting a market survey via Sources Sought Notice 693JJ3-26-SS-0018 to identify capable organizations for a future multi-award indefinite delivery and indefinite quantity contract. This contract will provide engineering services for the Long-Term Pavement Performance program, focusing on the collection, storage, and analysis of pavement performance datasets to improve design and maintenance. The scope includes translating research into engineering tools, evaluating emerging data collection equipment, and integrating external data into the InfoPave portal. The anticipated period of performance is up to five years, with work primarily supporting the Turner-Fairbank Highway Research Center in McLean, Virginia. The procurement is designated as full and open under NAICS code 541715. A key requirement is the ability to begin performance immediately upon award to maintain web portal operations. Contractors must implement a rigorous Data Quality Management Plan and adhere to FHWA guidelines and the Data Quality Act. To facilitate the upcoming official RFP, a Virtual Industry Day is scheduled for September 24, 2026, at 11:00 AM EST via Zoom to clarify project scope and multi-area eligibility rules. Interested parties are encouraged to register and submit advance questions to Tamiko Aikens.

Highway Infrastructure Engineering and Research Data Services (HIERD)

The Highway Infrastructure Engineering and Research Data Services (HIERD) contract is a competitive small business set-aside Indefinite Delivery/Indefinite Quantity (IDIQ) vehicle issued by the Federal Highway Administration. The contract has a maximum ceiling of 8,000,000 dollars with a minimum guarantee of 50,000 dollars over a 60-month period of performance. It utilizes a combination of Firm-Fixed Price and Time-and-Materials/Labor Hour contract types to acquire multidisciplinary engineering, data management, and analytics services. The primary scope involves providing research services, data validation, and technical support for critical programs such as the Long-Term Pavement Performance (LTPP) and Long-Term Bridge Performance (LTBP) programs, with work performed at the contractor's facilities and the Turner-Fairbank Highway Research Center in McLean, Virginia. The procurement process employs a best-value trade-off evaluation focusing on technical capability, past performance, and cost/price, with technical capability weighted as the most important factor. Required personnel include various professional roles such as Program Managers, Civil Engineers, Database Engineers, and Software Developers, all of whom must undergo suitability screenings and potential FBI background checks to access sensitive information. Deliverables include quarterly and annual reports submitted electronically. The contract also imposes a strict organizational conflict of interest prohibition, preventing contractors from competing on related work during the performance period and for three years thereafter. Invoicing is mandated through the Delphi eInvoicing portal.

Exploratory Advanced Research (EAR) Program Broad Agency Announcement (BAA)

The Federal Highway Administration (FHWA) Office of Corporate Research, Technology and Innovation is issuing a five-year Open Broad Agency Announcement (BAA) for the Exploratory Advanced Research (EAR) Program. This solicitation, identified as 693JJ3-26-BAA-0002, aims to fund high-risk, high-reward research and development to address critical challenges in highway transportation safety, mobility, environmental stewardship, and the advancement of digital twin applications. Specific research areas of interest include construction automation and safety, asset management for pavements and structures, and active roadside safety systems for vulnerable road users. Because this is an open BAA, the government will issue periodic calls for proposals that define specific topic areas, submission deadlines, and any changes to evaluation criteria. Proposals are evaluated primarily on technical merit, importance to agency programs, and the availability of funds. Technical merit is assessed based on scientific quality, the qualifications of key personnel, management capability, and the potential for foundational research or public-private partnerships. While the agency anticipates most awards will be Firm Fixed Price with milestone payments, offerors may propose Cost Reimbursement or Time and Materials arrangements, provided they meet specific accounting system requirements. Submissions must be organized into a 25-page technical volume and a separate cost volume, and must include a standardized Quad Chart for project summaries. Non-small business entities submitting proposals exceeding $900,000 must also include a Small Business Subcontracting Plan, which is evaluated on a pass/fail basis. All final deliverables must be Section 508 compliant and user-friendly.

Research Initiatives in Support of FHWA Next Generation Structural Materials and Systems

The Federal Highway Administration (FHWA) Office of Infrastructure Research and Development has issued a five-year Open Broad Agency Announcement (BAA 693JJ3-24-BAA-0003) to solicit research initiatives supporting next-generation structural materials and systems. The program focuses on four primary areas: Structural Steel, Structural Concrete, Geotechnical Structures, and Bridge Hydraulics. The objective is to develop technologies that enhance the safety, durability, sustainability, and resilience of the nation's bridges and highway structures. This open BAA structure allows the FHWA to periodically issue specific calls for white papers and proposals, providing the flexibility to address evolving agency priorities and strategic goals. The acquisition process is conducted in two phases, beginning with a white paper evaluation based on technical value, potential impact, dissemination plans, team qualifications, and cost reasonableness. Selected offerors then submit full proposals consisting of a technical volume and a cost/pricing volume. Awards are based on technical merit, importance to agency programs, and funding availability. Eligible pricing arrangements include Firm Fixed Price, Cost Reimbursement, and Time-and-Materials. Key compliance requirements include Section 508 accessibility, adherence to InfoMaterials dataset management standards, and the submission of a Small Business Subcontracting Plan for non-small businesses proposing contracts of 750,000 dollars or more.
