66--DicksonOne Temp Monitoring Subscription Renewal

The U.S. Environmental Protection Agency intends to renew its DicksonOne cloud-based temperature monitoring subscription on a sole source basis under the Simplified Acquisition Threshold, citing exclusivity of the system and compatibility with existing infrastructure. Dickson/Unigage Inc. is the only provider capable of supplying the necessary components, including the proprietary DicksonOne devices, annual NIST-traceable sensor replacements, and continuous data collection and real-time graphing via its SaaS platform, making any alternative provider technically infeasible. The renewal is critical for maintaining uninterrupted environmental monitoring operations currently reliant on this specific system. The procurement is classified under NAICS code 334519 with a size standard of 600 employees, and no solicitation or quote submission is being requested unless an interested party can demonstrate an alternative capability that meets all requirements. Any entity wishing to challenge the sole source determination must submit written documentation, including product literature and an active UEI number from SAM, to werwick.brad@epa.gov no later than 9:00 AM EDT on July 31, 2026. This notice serves solely as a notification of intent and does not obligate the government to award a contract or reimburse any costs incurred in responding.

7A--mzmine PRO Scientific Data Analysis Software

The U.S. Environmental Protection Agency intends to award a sole source firm fixed-priced purchase order for a subscription to mzmine PRO scientific data analysis software from mzio GmbH of Bremen, Germany, under the Simplified Acquisition Threshold. This action is justified under FAR 12.102(a) because mzio GmbH is the sole provider of this software, which is essential for critical laboratory analyses involving gas chromatography and liquid chromatography equipment from multiple manufacturers. The software is currently in active use across EPA laboratories, and no viable alternatives exist that can fully support the agency’s existing instrumentation and ongoing projects. The procurement is classified under NAICS code 541519 with a size standard of $34 million, and it is being managed by the Office of Applied Science and Environmental Solutions in the Administrator’s Office. Interested parties may respond to this notice by providing evidence of their capability to meet the same requirements, including product literature and an active UEI number registered in SAM, no later than August 1, 2026, at 10:00 AM Eastern Daylight Time. All submissions must be sent in writing to werwick.brad@epa.gov; telephone responses will not be accepted. This notice is not a solicitation, and no quotes should be submitted. The government retains full discretion to determine whether to proceed with sole source award based on any responses received. This announcement serves only as a formal notification and does not constitute a commitment from the government, nor will any costs incurred in responding be reimbursed. The primary point of contact for inquiries is Brad Werwick, reachable via email or phone at the number provided.

NOTICE OF INTENT TO SOLE SOURCE - mzmine PRO

The U.S. Environmental Protection Agency intends to award a sole source firm fixed price purchase order to mzio GmbH for a subscription to mzmine PRO software, a critical tool used in laboratory analysis for gas chromatography and liquid chromatography data processing. The agency has determined that mzio GmbH is the exclusive provider of this software, with no acceptable substitutes available, due to its proven compatibility with all manufacturers’ equipment currently in use across EPA laboratories and its essential role in ongoing scientific projects. This procurement, conducted under the Simplified Acquisition Threshold and in accordance with FAR 12.102(a), is justified solely on the basis of unique product capability, as the software is already embedded in current workflows and its uninterrupted use is required to maintain continuity in analytical operations. NOTICE OF INTENT TO SOLE SOURCE - DicksonOne

The U.S. Environmental Protection Agency intends to renew its DicksonOne cloud-based temperature monitoring subscription on a sole source basis under the Simplified Acquisition Threshold, citing that Dickson/Unigage Inc. is the exclusive provider of this proprietary system and that no alternatives exist. The existing infrastructure at the EPA relies entirely on DicksonOne devices, NIST-traceable calibrated sensors, and the DicksonOne SaaS platform for continuous data collection, storage, and real-time monitoring, making renewal critical for operational continuity. The agency emphasizes that this is not a solicitation and that no quotes should be submitted, as the requirement is exclusively tied to Dickson’s proprietary technology and cannot be fulfilled by any other vendor. The North American Industrial Classification System code for this effort is 334519, with a small business size standard of 600 employees. Any entity believing it can meet the requirement must submit written evidence of capability, including product literature and an active UEI number registered in SAM, to werwick.brad@epa.gov by 9:00 AM ED on July 31, 2026. Responses must be submitted in writing; telephone inquiries will not be accepted. This notice serves solely as a pre-solicitation announcement for transparency and does not obligate the government to award a contract or reimburse any costs incurred in responding. The contracting officer for this action is Brad Werwick, and the agency office is located in Research Triangle Park, North Carolina.
