Multi-Enclave, Wireless 5G, Tactical Fly-Away Kit AOI 26-A009 under RCC CSO N6523626S0001

The Department of Defense, through NIWC Atlantic, is soliciting a Multi-Enclave, Wireless 5G Tactical Fly-Away Kit (FAK) under Commercial Solutions Opening (CSO) N65236-26-S-0001. The objective is to develop a self-contained, rapidly deployable communications system capable of providing resilient, high-bandwidth, and low-latency connectivity across security enclaves ranging from Unclassified to TS/SCI. The system must be survivable against electronic warfare threats, utilize Low Probability of Intercept/Low Probability of Detection technologies, and adhere to DoD Zero Trust Architecture and NSA Commercial Solutions for Classified guidelines. To ensure operational viability in harsh maritime environments, the kit must be IP67-rated, corrosion-resistant, and compliant with HERO and EMCON standards, with a modular design that allows for a two-person lift and transport through standard shipboard hatches. Eligible prime contractors must hold a Top Secret facility clearance with SCI eligibility and CMMC Level 2 certification. Submissions must be made via the Vulcan platform by August 17, 2026, and must include the contractor's CAGE code for security verification. Evaluation will prioritize the ability to establish a secure multi-enclave environment, provide zero-trust cross-domain access, and ensure anti-jam connectivity via MILSATCOM and pLEO. While the initial award focuses on prototyping, there is potential for a direct, non-competitive follow-on production contract. Performance may involve travel to sites in North Charleston, South Carolina, San Diego, California, and Panama City, Florida.
