D--Verizon Wireless Cellular Services

The Department of the Interior's Bureau of Reclamation intends to award a sole-source contract to Cellco Partnership DBA Verizon Wireless to provide cellular and wireless communication services. This contract supports Reclamation's mission-critical communication needs across the United States, including remote locations, requiring reliable nationwide 4G/5G voice, unlimited texting, and data plans for a variety of devices such as smartphones, iPads, cell phones, and MiFi units. This contract is a follow-on to a previous agreement (R16PD00009) with Verizon Wireless and is expected to exceed $2 million in costs, which include device procurement, service transition, and internal government resources. The agency has determined that transitioning to a new carrier would be costly and disruptive, justifying the sole-source approach. The contract falls under NAICS code 517312, with a size standard of 1,500 employees, and will be managed by the Denver Federal Center office. While this Notice of Intent is not a request for competitive quotes and no solicitation package will be issued, other potential contractors with the full capability to meet all requirements are invited to submit statements of capabilities. These submissions must be detailed enough for the government to assess performance capacity and must be received by the stated deadline to be considered. If no qualified responses are received by November 10, 2020, the contract will be awarded directly to Verizon Wireless. The designated government point of contact for this procurement is Bridgette Sena.
