EPA Cincinnati Security Management Services

The Environmental Protection Agency’s Cincinnati Acquisition Division plans to extend its existing armed security guard contract with Diversified Protection Corporation for an additional three months, with up to three one-month options, ensuring continuous security services at eight EPA locations in Cincinnati, Ohio, and Northern Kentucky. This extension follows the expiration of the current task order on April 30, 2025, and will maintain essential 24/7 armed security and security program management, including threat assessment, emergency preparedness, and compliance with Homeland Security guidelines. The estimated value for the six-month extension period is approximately $2.47 million. This action is necessitated by the early termination of a prior follow-on contract awarded to another vendor, Servexo, which created an urgent need to avoid any lapse in security coverage that could jeopardize safety, critical laboratory operations, and agency functions. Due to workload constraints and the piloting of a new phased evaluation approach for awarding the next contract, the solicitation process for the follow-on task order experienced delays, with a projected award date now set for July 2025. Given these circumstances and the critical nature of the services, EPA determined that a limited sources justification under FAR 8.405-6 is warranted to extend the current contract with Diversified Protection Corporation, deemed the best value contractor, without conducting new market research. The extension period will provide the necessary time to complete the competitive selection of the next contractor through the GSA Multiple Award Schedule Program, specifically targeting small business 8(a) vendors, with plans to streamline future solicitations based on lessons learned from this process.

Operations and Maintenance Services for EPA Cincinnati

This contract addresses the continuation of Operations and Maintenance (O&M) services for multiple EPA Cincinnati facilities under Contract Number 68HERC25D0016. Due to internal delays in finalizing and awarding the follow-on O&M contract, the existing contract (68HERC20D0020) has been extended multiple times but is set to expire on March 31, 2025. The necessity of uninterrupted O&M services to maintain critical infrastructure such as boilers, electrical systems, fire safety, HVAC, security systems, and other essential facility operations has led to the justification for a bridge contract. This bridge contract will cover services from April 1, 2025, through June 30, 2025, with an option to extend for one additional month, preventing any lapse in service while the new contract award process concludes. The estimated value of this bridge contract is approximately $1.81 million. The justification hinges on the statutory authority for unusual and compelling urgency, underscoring the risks to personnel safety, system integrity, and operational continuity if services are interrupted. The incumbent contractor, Dawson Solutions, LLC, is uniquely qualified, possessing the necessary staff security clearances and operational knowledge critical to maintaining these complex systems immediately upon contract extension. Efforts to identify alternative sources were made but found insufficient to prevent service gaps, and competitive solicitation for a short-term bridge contract was deemed impractical given the timing constraints and transition complexities. Pricing is based on established labor agreements and historical costs, ensuring the government that the bridge contract will be cost-effective. The follow-on contract procurement remains underway, and this bridge approach is a temporary measure to secure ongoing facility operations essential to EPA’s mission at its Cincinnati locations.
