Carla H Clark

Carla H. Clark serves as a Contracting Officer responsible for managing complex acquisition programs centered on advanced engineering systems and aerospace technologies. In this role, she ensures compliance with federal procurement regulations while executing competitive, performance-based contracts that align with national security and technological innovation objectives. Her portfolio primarily encompasses engineering services, avionics, and aircraft systems, requiring deep technical understanding and rigorous source selection processes. She plays a pivotal role in translating agency mission needs into solicitation requirements, evaluating technical proposals, and negotiating contract terms to mitigate risk and ensure delivery of mission-critical capabilities. Carla maintains professional relationships with a diverse range of prime contractors, including specialized engineering firms, defense technology manufacturers, and systems integrators with expertise in aerospace and communications equipment. Her procurement approach emphasizes fair and open competition, with a preference for established industry partners capable of meeting stringent performance, certification, and quality assurance standards. While no single contractor dominates her portfolio, she consistently engages vendors with proven track records in delivering high-reliability systems under tight regulatory and technical constraints. Carla’s contracting activity reflects a strong preference for unrestricted competitions, with 100% of her awards issued under the “No Set-Aside” category. This indicates a focus on technical merit and capability over socioeconomic classifications, suggesting that mission requirements often necessitate the broadest possible competition to identify the most qualified offerors, regardless of business size or status. Her primary procurement focus lies in NAICS 541330 (Engineering Services), followed by 334511 (Search and Navigation Systems) and 336411 (Aircraft Manufacturing). She regularly procures mission-critical systems including avionics, guidance instrumentation, and specialized electrical components for defense and aerospace applications, demonstrating specialized expertise in technical domains requiring rigorous certification, testing, and compliance with DoD and FAA standards.
