Financial advisory services or the Transporation Infrastructure Finance and Innovative Act (TIFIA) Program

The Department of Transportation is seeking qualified firms to provide financial advisory services for the Transportation Infrastructure Finance and Innovative Act (TIFIA) Program. Selected contractors will support the FHWA in evaluating project creditworthiness, negotiating financial terms for credit agreements, and delivering post-closing financial services. The agency requires expertise in municipal and corporate bonds, commercial banking, and public-private partnership infrastructure financings. Specialized requirements include probabilistic revenue assessments using Monte Carlo simulations for risk assessment and extensive lender-side experience for firms handling loan restructuring or bankruptcy filings. This procurement is structured as multiple ID/IQ contracts awarded through full and open competition, allowing several firms to compete for individual task orders based on demand for Federal credit assistance. Task orders will typically cover project evaluation for the TIFIA Joint Program Office, with options for legal negotiations and post-closing support. Additionally, the FHWA may issue task orders for research and other specialized financial advisory services to meet broader DOT credit program requirements.
